I cannot find the Validate button when in the Tax compliance screen.
In the Settings | User Roles page, ensure the user role option Compliance | Form Validation is switched on for the user.

The Validate Button will not display if electronic lodgement is not currently available for that financial year. The Tax Compliance Screen will indicate if Electronic Lodgement is not available.
In such cases users will need to either:
- Lodge the tax return manually to the ATO outside of the program; or
- Wait until the ATO releases electronic lodgement for that financial year
